A 95-year old widow, she can not leave her flat in Madrid. She suffers from memory loss and serious problems that prevent her from moving autonomously. She is dependent and needs help and attention. Despite this, the Community of Madrid does not authorize her urgent transfer to a public residence: “You can walk alone and eat with your hands,” justify the authorities.
